The London Borough of Redbridge and the Chartered Institute of Logistics and Transport are pleased to announce that their next annual compliance event will be held on Wednesday 15th February 2017 at Ilford, East London. We will welcome Beverley Bell, Senior Traffic Commissioner, as the keynote speaker, for what will be the event’s 7th successive year. As per previous years, delegates will enjoy an impressive line-up of industry speakers addressing the current and future compliance challenges faced by fleet managers, whether operating freight, passenger, vans and or Grey Fleet vehicles. Delegate numbers continue to grow, year on year, as attendees enjoy excellent networking opportunities with fellow transport professionals from both the public and private sectors, opportunities to identify and share best practices and to visit an impressive number of on-site exhibitors. The event will conclude after a buffet lunch and tour of the Council’s ATF workshops, whilst attendees will be awarded 3 hours of Continuous Professional Development (CPD). Keynote Speaker: Beverley Bell- Senior Traffic Commissioner

Beverley Bell  

Beverley Bell is the Senior Traffic Commissioner for Great Britain and Traffic Commissioner for the North West of England.

She was born in Nigeria and educated at Merchant Taylors’ Girls’ School in Crosby after which she read law at Liverpool University. She was admitted as a solicitor in 1985 and established her own practice in 1994, specialising in criminal and transport law.

She was appointed Traffic Commissioner for the North West of England in 2000, becoming the first female commissioner. In 2012, she was appointed as Senior Traffic Commissioner for Great Britain. This is a statutory role with responsibility for giving guidance and directions on a range of matters to commissioners, in consultation with stakeholders.

She is a fellow and Vice President of the Chartered Institute of Logistics and Transport (CILT) and a fellow of the Institute of Road Transport Engineers (IRTE). She is a Freeman of the City of London and a Liveryman of the Worshipful Company of Carmen.

She is also a Governor at Merchant Taylors’ Girls’ School.



James Backhouse  

James Backhouse qualified as a solicitor in 1992 and began specialising in road transport law in 1994 when he joined the family practice which has specialised in transport law since 1930.
James has been involved in two Article 177 references to the European Court of Justice, an Appeal to the House of Lords and numerous Court of Appeal and Divisional Court cases.  He has also been consulted in the process of vetting impending legislation dealing with aspects of road transport. 
The 2016 Chambers Guide describes James as having “specific experience in road transport aspects of vehicle operation.” They also mentioned that he “has advised government appointed consultants regarding new regulations for motorway management and is widely respected as an authority on drivers’ hours, driver training and Working Time issues.”
When not defending operators, James enjoys sailing with his family.



Mark Horton  

Mark Horton, Traffic Enforcement Policy Manager Driver and Vehicles Standards Agency

Mark joined the Policy team at the beginning of 2013 where he currently manages a team of policy experts. Prior to this role Mark has worked in various operational positions since joining the DVSA, or Vehicle Inspectorate as it was back in 1997.

Mark and his team are responsible for providing operational staff with instructions and guidance on the various pieces of legislation which the DVSA enforce whether they be domestic or European. His team engages with external stakeholders providing additional guidance on DVSAs work such as load security, drivers hours and driver CPC amongst other things. He regularly represents DVSA at industry events and relevant working groups both in the UK and abroad.

Dave Wood, Roadworthiness & Technical Schemes Policy Manager Driver and Vehicles Standards Agency

Mark has a considerable motor vehicle engineering background starting from light vehicle technician, MOT tester then workshop foreman and eventually progressing to a service manager for an Audi dealership. He then had a change of direction and worked in the motor vehicle training sector as training manager for Leek College for a number of years.
Dave then opened and managed a motor vehicle training centre in Stoke on Trent delivering apprenticeship training programmes across the motor vehicle sector.  He eventually joined the Vehicle Inspectorate in 2001 as an enforcement vehicle examiner based in Stoke on Trent and then quickly progressed to Senior Vehicle Examiner, managing a team of roadside staff for Staffordshire, Shropshire & the West Midlands areas. In June 2013 He was promoted to the enforcement policy team as the Roadworthiness & Technical Schemes Policy Manager.



Phil Clifford is a transport professional with 39 years’ experience in public sector fleet operations and is currently the Fleet and Technical Manager for St Edmundsbury Borough and Forest Heath District Council. A firm believer in the concept of in-house operations and shared services amongst similar public sector authorities and organisations.

Specialism’s include vehicle procurement, use of vehicle telematics, development and use of fleet management software systems and a strong advocate of benchmarking and sharing best practice. He is a member of the FTA East of England Freight Council and the BSI working group B/508/01 (Waste containers and associated lifting devices on refuse collection vehicles).

Founder and board manager of the Public Authority Transport Network (PATN) - the UK's largest dedicated professional public sector fleet managers networking group hosted by the Freight Transport Association and a Chartered Member of the Chartered Institute of Logistics and Transport (CILT).


Jacqueline O’Donovan, Managing Director, O’Donovan Waste Disposal.
O'Donovan Waste has grown to be one of London’s most successful independent waste management companies, employing 160 staff, running an 85-strong fleet of HGVs and achieving a turnover in excess of £19m. As MD, Jacqueline O’Donovan is one of the waste, logistics, and construction sectors’ most fervent pioneers of employee training and industry best practice. She is passionate about improving safety, not only within her company, but also across the wider industry. O’Donovan was one of the first construction firms to become a CLOCS (Construction Logistics and Community Safety) champion and it has achieved the Fleet Operator Recognition Scheme (FORS) Gold accreditation for the fifth consecutive year. Personal achievements for Jacqueline include being named Outstanding Woman in Construction 2016 and the Vitalise Business Women of the Year 2016 as well as the Institute of Directors’ Family Business Director of the Year. She is a fellow of the Chartered Institute of Logistics and Transport (CILT) and is a chartered waste manager of the CIWM.




 Jerry Ward  Manager Legal Operations (Transport) for the John Lewis Partnership

Jerry has over 30 years experience in the transport industry starting with a Vehicle engineering apprenticeship with the Royal Mail, and subsequently holding number of transport roles with companies such as Churchill Insurance, Royal Bank of Scotland, and the BSS Group before joining The John Lewis Partnership in a group based role ensuring national legal fleet operations across the John Lewis and Waitrose divisions.
An incorporated engineer with membership of the Institute of Road Transport Engineers, and the Chartered Institute of Logistics & Transport, other memberships include: Central London Freight Quality Partnership, Transport For London "FORS " governance group, the Freight Transport Associations UK Freight Council, and Chairman of the Freight Transport Associations Greater London Freight Council,



James Hookham  

Chaired by: James Hookham is Deputy Chief Executive of the Freight Transport Association.  FTA represents and serves the transport interests of 14,500 British businesses. James is a graduate in environmental science from the University of Bradford and holds a Masters degree from the University of Manchester.
